Todd was elected by Ward 1 in 2007. His current term ends November, 2015. Schumacher is married to Theresa and has three children. He has been a resident of Broomfield since 2003 and enjoys running, skiing, golfing and mountain biking.

Philosophy of Local Government
The strength of a community depends on the strength of its individuals. Each individual has the right to pursue his or her own goals and is obligated to respect the rights of others in competing for achievement of success.

The purpose of government is to protect the rights of individuals and to provide vital services that individuals are unable to provide on their own. The optimal place for government to be effective is at the local and state level where it can more effectively offer services to assist individuals. With equal rights and equality of opportunity secured by the government, individuals are empowered to exercise free will to achieve personal and economic goals.

Local government must be held accountable by the citizens and must avoid excessive taxation and regulation, which can lead to unwarranted bureaucracy and sluggishness.
