Retiree Health Savings (RHS) Plan

NEW PLAN EFFECTIVE 01/01/2014!

The City and County of Broomfield offers a Retiree Health Savings (RHS) plan through ICMA-RC for full-time eligible employees.  The RHS Plan is an employer-funded program that provides eligible full-time employees with the ability to accumulate funds to pay for qualified medical expenses on a tax-free basis once employees leave full-time Broomfield service (and have 20 years of Broomfield service). 

Qualified medical expenses may include:

  • Health insurance premiums including COBRA and Medicare,
  • Dental insurance premiums,
  • Qualified long-term care insurance, and/or
  • Qualifying medical expenses as outlined in Internal Revenue Code § 213.


Full-time employees with at least 10 years of Broomfield service (Verified full-time and part-time service) are eligible to receive an employer contribution of $25 per pay period to their RHS plan account.

Vesting for the plan is 20 years of Broomfield service.  Employees who leave prior to 20 years of Broomfield service will forfeit all contributions.  Forfeitures will be used to fund future employer contributions.  Broomfield service includes verified full-time and part-time service.  Service in a temporary position is not included in the calculation of Broomfield service.
