Adult and Aging Eligibility Programs
These programs provide interim financial and medical benefits to persons who
meet eligibility criteria. Included in these programs are
Old Age Pension
(OAP), Aid to the
Needy Disabled (AND) and Aid to the Blind (AB).
OAP provides financial assistance and health care benefits for low-income adults
aged 60 or older who meet the income and resource requirements. The
maximum cash assistance benefit paid to a single individual is $699 monthly.
AND and AB provide financial assistance to persons aged 18 to 59 who have been
or expect to be totally disabled for six months or more. These individuals
must be diagnosed with a physical or mental disability that makes them unable to
work. The maximum cash assistance benefit paid to an eligible single
individual is $200 monthly. All participants must meet income and resource
guidelines and apply for Supplemental Security Income (SSI). To

OLD AGE PENSION
The Old Age Pension program provides financial assistance and
may provide medical benefits for low-income adults age 60 or older.
Participants must meet basic eligibility requirements to be eligible for this
program. Benefits of the program may include financial benefits up to $699
per month (depending on the income of the applicant) and medical benefits. OAP recipients
may qualify for Medicaid or the OAP Health Care Program. The medical
programs are administered by the Colorado Department of Health Care Policy and
Financing.
ELIGIBILITY REQUIREMENTS
To qualify to receive OAP benefits, you must meet all
eligibility requirements. The following is a summary of eligibility
requirements. Acceptable documentation verifying that the applicant meets
the eligibility requirements must be provided. For more information on

Age: You must be 60 years or older to
receive OAP benefits.

Residency: An OAP applicant/recipient
must be a Colorado resident.

Citizenship: All OAP applicants/recipients must meet the
citizenship requirements, he/she must be a citizen of the United States, a
naturalized citizen, or an eligible legal resident.

Income: An OAP applicant/recipient may
be eligible for up to $699 per month, depending on the income of the
applicant. Any income of the participant, such as wages, Social
Security, retirement pensions, Supplemental Security Income (SSI), Veteran's
Assistance, etc. may reduce the amount of the OAP payment. Income is
considered anything that can be used to meet expenses such as food,
clothing, or shelter.

Resources: An OAP applicant/recipient
may have countable resources up to a maximum of $2,000 for an individual or
$3,000 for a married couple. Examples of resources include cash,
checking or savings accounts, certificates of deposit, vehicles, boats,
motor homes, stocks and bonds, and life insurance.

Application for Supplemental Security Income (SSI):
Applicants/recipients of OAP may be required to apply for SSI benefits.
A statement from the SSA office verifying the appointment was kept is
required. Staff in the
State
OAP/SSI Coordination Program may be able to assist you in the
application process for SSI/SSA benefits.
TO APPLY:
AID TO THE NEEDY DISABLED
The Aid to the Needy Disabled (AND) program provides cash
assistance to low-income Colorado residents, age 18 and over, who have at least

complete the application and explain what information/verifications may be
needed to process your application.

Provide doctor's form verifying your disability will last
at least six months and a statement that your disability precludes you from
working any job. You can print the doctor's form, which is called a
MED 9 and take it to your doctor.

You must also sign an IM-14 form stating that you will
repay AND benefits with the SSI benefits you are eligible to receive in the
same month. Your lump sum SSI check will go to the county to repay the
AND program.

corrections; or

Not more than 20/200 central vision acuity in the
better eye with correction.
