Philosophy of local government:  Leadership begins with listening.  At the local level, leaders need to hear the hopes and concerns of the people and foster a dialogue on issues before they become problems.  Local governments have limited resources, so tapping into the great reservoirs of talented people dedicated to volunteer community service is a critical part of any successful local government.
